Partnerships

Methodology

  • All projects shall be implemented under PPP framework.
  • Private partner lead the project shall:
  • Have enough technical & financial capacity
  • Allocate at least 10% of his capital as social responsibility
  • Have min 80% of his staff as Sudanese.
  • Grant an optimum utilization of the capital and accept 30%-40% to be charged as a service for 6-10 years.
  • Steering committee shall be responsible of project portfolio analysis, benefits and risks.
  • An SPV (Special Purpose Vehicle) Selected by steering committee shall be created for each project to isolate financial risk.
  • Typical activities by the assigned SPV:
  • Detailed plan and design an integrated solution.
  • Supply needed materials though strategic partnership with vendors following standard bidding process.
  • Deploy and commission the integrated solutions.
  • Provide the necessary technical support to ensure system stability.
  • Each SPV can sell directly to the end-consumers (citizen) or indirectly through government or public utility institutions.
  • It’s expected that each project will start with enough capital for startup expenses and initialization.
  • Projects shall approach external funds for implementation & expansion.
